We are seeking an Agile Business Analyst with strong expertise in JIRA, data visualization, and Agile delivery frameworks to join our onsite team in Washington, DC. In this role, you will analyze, design, and deliver reporting and dashboards that provide clear visibility into program performance and delivery health across mission-critical Agile initiatives.
The Agile Business Analyst will serve as a key liaison between leadership, delivery teams, and technical stakeholders, translating complex JIRA data into actionable insights and process improvements. The ideal candidate combines hands-on technical proficiency in JIRA and related tools with exceptional analytical, communication, and problem-solving skills.
This role is contingent upon funding award and requires onsite presence at the USCG St. Elizabeths campus three days per week.

RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
- Serve as a bridge between Agile teams and leadership, translating technical data into actionable insights.
- Extract, analyze, and transform data from JIRA and related Agile management tools.
- Design and maintain interactive dashboards, reports, and visualizations that track performance, delivery trends, and metrics.
- Support Program Increment (PI) planning, backlog health assessments, and sprint performance reporting.
- Ensure data quality, consistency, and integrity across multiple JIRA instances and data sources.
- Partner with Product Owners, Scrum Masters, and Program Managers to identify reporting needs and deliver tailored solutions.
- Automate recurring reports and optimize data workflows for efficiency and scalability.
- Provide insights into velocity, capacity, dependency management, and delivery performance to inform decision-making.
- Contribute to continuous improvement efforts by identifying process bottlenecks and supporting Agile transformation initiatives.
KEY REQUIREMENTS:
- Bachelor’s degree in information systems, business analytics, or related field
- 3–6 years of experience as a Business Analyst or Data Analyst supporting Agile / Scrum teams
- Proficiency in JIRA administration, configuration, and reporting (native tools, plugins, or BI integrations)
- Strong data analysis and visualization skills using Excel, Tableau, Power BI, or similar tools
- Demonstrated ability to translate technical data into executive-level narratives and visuals
- Excellent communication and stakeholder engagement skills
- U.S. citizenship and ability to obtain/maintain a government security clearance
PREFERRED QUALIFICATIONS:
- Experience supporting federal government or secure environments
- Familiarity with Agile frameworks (SAFe, LeSS, or Disciplined Agile)
- Experience using Confluence, JIRA plugins (e.g., eazyBI, Advanced Roadmaps), or APIs for data extraction and reporting
- Knowledge of SQL or scripting languages (Python, Power Query, etc.) for data transformation
