The OAG is seeking an Expert Business Analyst to work on multiple concurrent and upcoming projects, specifically targeting complex, enterpise-wide key initiatives: Enterprise Content Management and LowCode/NoCode Application Modernization and Debt Recovery modernization. Our organization requires an expert-level Business Analyst to define and streamline business processes across various divisions, critical to the success of our projects, aligning with our strategic objectives and ensuring a comprehensive approach to IT solutions.

Day to Day:

• Working closely with program staff, vendors, and other stakeholders to define requirements.
• Eliciting, analyzing, communicating, and validating requirements.
• Analyzing high-level design recommendations.
• Analyzing and researching impacts to other agency systems.
• Working on complex software in a fast-paced, high volume work environment.
• Utilizing effective communication and facilitation skills to reach consensus among stakeholders.
• Delivering oral and written communications to business owners, IT program team members and management.
• Logging, analyzing, testing, and troubleshooting defects found in the test and production environments.
• Providing guidance in the development of test scenarios and internal software training documents.
• Evaluating existing manual test cases and identify opportunities for automation.
• Creating manual and automated test plans, cases, and scripts.
• Developing and documenting internal training as it relates to business analysis and testing.
• Serving as a point of contact to manage multiple stakeholder teams and vendors assigned to the project to ensure team actions remain in synergy.
• Communicating with executives or the board to keep the project aligned with their goals.
• Performing quality control on the project throughout development to maintain the standards expected.
• Developing and documenting internal training as it relates to PMO services.
• Leveraging agency software to assist in the management of project’s SDLC.

Mandatory Qualifications:

Business Analyst: Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.

Expert: 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications:

- 84 months of experience in Information Technology supporting complex software systems or applications, developing requirements, business process flows, fit-gap analyses, or functional designs solutions to improve the efficiency and effectiveness of the business processes.
- 84 months of experience eliciting and writing high quality functional and technical requirements in project specific protocol through use cases, user stories, functional design documents, and business design documents.
- 84 months of experience creating and reviewing test plans and preparing test cases to ensure solution satisfies requirements.
- 84 months of experience logging, analyzing, testing, and troubleshooting defects found in test and production environments.
- 60 months of experience providing written communications to business owners, IT program team members, and management.
- 18 months of experience working on IT projects utilizing Project Management Skills.
- 12 months of project experience working for a state or federal government agency.
- 12 months supporting organizational change management through user testing sessions, user training planning and delivery, and post deployment support.
- Master’s degree
