The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

POSITION DESIGNATION

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019.   This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

DEPARTMENTAL INFORMATION

The Safety Analyst plays a vital role in executing the Utilities Department’s safety strategy—ensuring regulatory compliance, fostering a proactive safety culture, and driving performance through analytics and field engagement. Analysts support divisional safety programs, conduct investigations, lead trainings, and coordinate corrective actions resulting from incidents, audits, and inspections. The Safety Analyst conducts incident investigations, manages required documentation, and ensures follow-up corrective actions are implemented. This role is essential for maintaining compliance with regulatory mandates and internal audit standards.  The Utilities Safety Section directly supports up to 900 employees. Maintaining full analyst staffing is critical to sustaining engagement levels, compliance assurance, and overall safety culture momentum built over the past two years.

JOB SUMMARY

This position is located in the Utilities Safety Section within the Administration Division of the Utilities Department of the City of Oklahoma City and is under the direction of an immediate supervisor. The Safety Analyst is primarily responsible for applying safety-related knowledge to perform program research, development, and design functions, and to implement safety programs for supervisory and non-supervisory employees. An employee in this classification performs work requiring knowledge and skills acquired prior to assuming the position. Essential job functions include: conducting research; analyzing statistical data; reporting job injuries and vehicle accidents and recommending corrective actions; identifying and assessing safety training needs; presenting training programs; maintaining training and safety records and documentation; and assisting in the evaluation of long and short-term safety initiatives. This position requires considerable contact with City personnel at all levels of the City organization and outside agency representatives to exchange information and provide assistance related to safety programs and activities. The position also requires skill in developing and maintaining effective working relationships, and a demonstrated ability to relate effectively to individuals from a variety of socio-economic backgrounds. The incumbent’s work product is reviewed by an immediate supervisor for soundness of judgment, compliance with pertinent rules, regulations, policies and procedures, and program accomplishments. 

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.

PREFERRED QUALIFICATIONS

  • Bachelor’s degree in Occupational Safety and Health, Industrial Hygiene, or related field.
  • A minimum of three (3) years of experience performing occupational safety and health duties for a similar size or type of organization.
  • Experience assessing field operations for safety compliance and demonstrating safe work procedures to employees.
  • Proficiency in the use of Microsoft Office applications.

WORKING CONDITIONS 

  • Inside and outside when inspecting, monitoring, or performing field or construction site activities.
  • Frequent local travel.
  • Occasionally required to change work hours or work beyond normal work hours.
  • Occasional out-of-town travel.
  • Occasionally exposed to steady and loud noises.
  • Occasionally exposed to chemicals such as lime.
  • Occasionally exposed to allergy agents such as bee/wasp stings, dust, or poisonous plants.
  • Occasionally exposed to moderate concentrations of noxious odors.
  • Dependent on assignment, may be exposed to confined spaces, excavations, traffic, electricity, machinery, water and/or fall hazards (i.e., climbing portable ladders up to 45 feet and fixed ladders up to 250 feet). 

Note:  Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.  

PHYSICAL REQUIREMENTS 

  • Speech and hearing enough to communicate clearly and distinctly by telephone, in person, and speak before groups.
  • Near vision enough to read, review, and develop written communications such as safety materials, reports, office records, to write memos, and to complete standardized forms.
  • Strength enough to lift, push, pull, or carry safety equipment weighing up to 30 pounds.
  • Arm-hand steadiness enough to demonstrate and operate safety equipment.

Pay Method:  City employees are required to receive pay electronically, either via direct deposit or pay card.
